My friend just got partnered a month ago, and today he had an idea.. I don't want him to get in trouble, so I'll ask u guys.
He read the ToS, and didn't see anything about telling people to come to his channel in comment sections of other videos. I told him that from what I've read, you just can't tell them to favorite or like it.
So then he had an idea to go to a Justin Bieber video and type something like "JUSTIN BIEBER CALLED ME, PROOF ON MY CHANNEL."
I checked the ToS just in case, and can't tell if hes breaking any rules or not.
What should I tell him?

Spam is Spam, whether the ToS spells it out in great detail or not.

Also realize that your friend's idea only involves the "short tail" views and/or revenue. The key to a successful channel is establishing the long tail views as well.
I doubt lying to viewers is the way to build a channel. If they come to your channel and immediately leave and never come back, you just eliminated a second or third view later on down the road.
Build a channel correctly by working hard and being that much better than your competitor channels and there is no reason to attempt to falsify and spam other channels...
