I don't know when this started happening, but the videos won't pre-buffer anymore, meaning that there is no red bar (now a grey-ish bar) that shows that the video is buffering. So when I try to skip ahead, it pauses to buffer, and when I try to go back to a part, it pauses to buffer again.
I've tried deleting my browsing history including the cookies/caches, all that good stuff. Nothing is working. HELP!!!

I'm having the same problem.  They seem to have changed the way videos load - probably something to do with stopping people from being able to save them to their computer? 

All it really means is that on anything other than a top end connection I am unable to watch videos without them constantly pausing to buffer.  Before I could just pause it at the beginning and wait til it was ready. 

This has seriously downgraded the youtube viewing experience for me.

I am having the exact same issue. Not happy with this change at all. I have a decent connection, but it still pauses constantly, even on short vids. We should be allowed to pause and buffer. Period.  I hope they change it back or fix it or whatever.

I believe everyone is having the same problems and it is definitely a change that has made Youtube not so good anymore, I personally like to skip parts of movies and look for specific information, specially when watching DIY or review videos. Now is extremely slow and need to buffer every time you try to skip to different parts of the video. 

I also like to upload more than one video at the time, which is very slow or even not possible anymore. 

This changes have made me stop watching Youtube videos by at least 60 per cent. I hope they bring Youtube back to what it was before and made it so popular. Thumbs down for YOUTUBE.

I know this an old discussion, but this is really pissing me off. One second I can watch a video, the next time I try to watch it it won't buffer. It just pauses. I try refreshing, I try pausing and waiting, but nothing works. I can't listen to any of my songs or watch any of the videos I want. Fuck this.

From all answers to this query, it is evident that this has been deliberately done by Youtube. Will they please explain why? This is killing the hitherto viewing conveniece of Youtube videos. There HAS to be a logical reason behind this, which users have a right to know.

This sucks!

Great way to kill off a great service! It used to be great, but now its just annoying with the constant pausing and buffering. I used to be able to prebuffer what ever I wanted to watch, but it's just totally useless now. 

If this continues, expect a new youtube-like service to pop up somewhere and take the market share

I dealt with this for days. Running all over these forums thinking it was a simple setting I could toggle or something. Turns out my fix was pretty simple. Hope it helps someone. 99% of the time I use Firefox. Watching videos would yield no buffering bar, the video would start only to pause and buffer 15sec later. Rewinding or Fast-forwarding was impossible. I got a wild hair up my ass and decided to try Internet Explorer. Presto, works like it used to. Have no idea what this is, but IE seems to work fine for me. Hope that helps someone deal with annoying problem.

yes, it is the cookies, but make sure to look carefully at your delete history options.  at the top of mine there is an option that when selected will actually preserve information instead of delete it.  the box is pre-checked like the ones to delete temporary files, passwords, etc, but again by keeping this box checked the information stays and the space is not freed up.  you have to un-check that particular box to delete that info.

This is a terrible viewing experience.. Youtube damaged the way we enjoy videos. 
I usually opened 10 youtube windows at once then pause the videos and go for lunch..

When I came back I had all the videos loaded and ready to play and forward or rewind.. Now I can never do this.. even If I have a good connection, the video will pause then buffer then pause..

I have a slow connection at work. I used to buffer videos so I could watch the entire thing without the video constantly stopping, and making me wait.

This "no pre-buffering format" that YouTube has switched to is a disgrace to the YouTube experience.  It used to feel organic, real, not just another crappy branch of some big corporate web site.  The people who signed off on this decision should be deleted from the company payroll. I suppose it's off to the next big video site for those of us who can't stand sitting in front of our computers watching a buffer bar that moves slower than my 1995 AOL dial-up connection. REALLY, I'm not even kidding around; it's just terrible now.

I was attempting to show my girlfriend some old Live Zeppelin footage. By the time I got the whole song loaded - which you have to trick YouTube into loading up for you by moving the tracking button up to just under what's already loaded, wait "a while" more, than do the same thing over and over... I went back to the beginning to play her the piece as a whole, continuous gem of audio/video and I lost the entire load; as if I had never downloaded it.  To a Zeppelin person, cutting up any Zep into little chunks, bleeps and blurbs is a sacrilege.  

They've turned "You" Tube into "Their" Tube. As soon as something better is out I am so outah here.  Can anyone lead me to another video site? Is there a site similar to the old YouTube? Please tell me there's something out there.  If there is no other site, this would be a great time for someone with the skills to create one.  There is a substantial gap in our "new" web experience and it needs to be filled - hopefully soon.

I freaking hate how youtube works now. Tons of ads, no fast buffering, no options... and all it is, I'll bet, is a prelude to 'youtube+' where we pay them money and they give us what we had back. Mark my words.

I do have one 'solution' to this problem that I will mention later in this comment, but just out of curiosity.. Out of everyone that has been posting to this forum discussion, how many of you are using Google Chrome as your browser?
From what I have read from looking into this on other sites, people seem to believe that it is only Chrome that is affected by this 'buffer cap'.
Seeing as Google now owns Youtube, it does seem quite possible that they have, for whatever reason, decided to inadvertently punish Chrome users for trying to fully buffer their Youtube videos.
My landlord has been so graciously providing me with a mere 8mbps net speed.. Watching Youtube videos is now next to impossible.

MY "SOLUTION":

When your video has started buffering and has reached it's little buffer cap (grey line stops moving), skip the cursor over just slightly to the left side of the cap, being careful not to go past the line(or else buffering will restart from that point in the video). The video will continue to buffer from there until it reaches the next cap line. Continue to do so until you are pleased with the amount you have buffered. Be advised that when you move your cursor back to play your video, any buffering that you did not 'cheat' your way through will not start up again until the timeline cursor has made it within the buffer cap's range.
I hope this helps anyone else that has been having this problem. It seems to be a big issue for those even with the high-end connection speeds.

Funny how the ads never fail to load in full 1080p without a problem, but I can't watch 2 seconds of a video without it stopping to buffer.

It seems to me that youtube shits itself every time they try to update something. In this case the latest update to the channel layout happened about a week ago as of writing this and ever since then I have to pause my videos every thirty seconds or so. I can only conclude that the people responsible for running youtube can't do their jobs.

Youtube team: I know you're trying, you're trying awful hard, but the unfortunate fact of the matter seems to be that you have in fact gone full retard. Every update you've made to youtube in the past year or so has made the site less user friendly and less functional. So, in the interest of keeping people happy: stop trying to integrate google's half-assed attempt at social networking, fix whatever bug keeps your videos from buffering, and please for the love of God STOP CHANGING THE MAIN PAGE LAYOUT. A 'subscriptions only' checkbox was the best idea you've ever come up with, and removing that was stupid. You almost redeemed yourself when you added the option back in, but the fact remains that you've done nothing but downgrade the site ever since. Change for change's sake is not necessarily a good thing, in fact it's usually quite the opposite.

I guess the point I'm trying to make is: fix whatever problem keeps videos from loading properly and aside from that just quit while you're behind lest you screw things up even worse.

Sending feedback seems to make the videos buffer out more. I know it sounds insane, and it may just be my mind playing tricks on me, but I swear videos buffer out more smoothly after you send feedback. If this is actually true, maybe the youtube team was trying (in a completely retarded way) to get positive feedback...well, if they were, they sure as hell aren't getting any from me, and maybe if enough people give them accurate feedback on how shitty the buffering issue is they'll unfuck whatever it was that they did to ruin their own site.

Seriously, can't agree more with everyone else here.  Google is now the enemy. They have completely turned their back on the internet and only want to rule it with a corporate fist full of our money.  They shut down Google Labs, Fucked up YouTube horrendously and continuously, and as a last straw have axed Google Reader, one of the BEST things about Google and it's a fucking disgrace that they do this right in the wake of Alan Schwartz' Death, who Pioneered RSS!

For others who have had trouble with this, you gotta go into Global Preferences and tick the 'Start buffering right away', 'Start playing when buffered -' and 'Ensure that videos are buffered even if they are paused' on both sides :D

Yeah, but no one wants to pause the video at the beginning while you wait for it it load. The longer the video, the longer the wait. Eventually, you just don't even want to watch it anymore.

They make Billions and Billions a year they are just idiots, because now I cant play videos in HD anymore because youtube had to buffer every 10s if I do so, I used to wait 10min before watching a video, or putting a 2h song to fall asleep I cant anymore because if I turn off my internet the song will stop after 3min....   this is the update that really really really pisses me off so much!

Actually, this seems like the best interim solution.  I have only tested it on Firefox.  While SmartVideo has not restored YouTube to the levels of awesomeness that it was before pre-buffering was disabled, this does at least make YouTube usable.  For myself, without the addon YouTube would only load a few seconds of video, the quality of video did not in any way change this, play, stop, and then frequently cease to download altogether hanging there indefinitely (or in truth for 13.75 hours on my longest test - the time it took me to attempt to watch a video before school and then to rage close the tab when it had not downloaded -anything- more after school).  

With this addon, the video does force-load but you have to watch it, or it will hang saying that buffering has stalled.  Deleting my youtube cookie helps...but I have to delete it daily and it is not a complete fix.  

I have done an avast sweep after having this addon installed for three days and did a BFU check and came up with no suspicious results so it seems reasonably safe.  However I downloaded through Mozilla's addon system not the page linked above.  Also, this addon is NOT certified so UAYOR.

This is NOT a complete fix but it is enough for me to not abandon YouTube entirely.  However, I am actively looking for a new competing service (which is not Daily Motion...yet) and will defect if Google does not fix YouTube and a viable alternative presents itself.

Youtube video wouldn't buffer for me, but I found the fix. In the address bar type youtube.com/html5, then click on the link "html5 trial", then restart your computer.  Works for me, and I hope it will work for you!

Well, every time I try it, it just says "buffering is stalled. Will stop." and then it stops having gotten no further than the now somewhat poorly named "buffering bar" got in the first place.

I have found the solution. It's about the flash player. Follow these steps and you should be fine.
Open www.youtube.com
Scroll all the way down
Click "try something new" link
Activate HTML5
And that's it, no more flash player is needed for videos, and videos fully load(buffer) so you can rewind, fastforward etc.
Also, it does not work on all browsers, but I hope this helped someone.

Well here's the thing about that. What I find works quite well is buffering the entire video in HD resolution, then playing it when I'm ready.

Activating HTML 5 does not result in a cached video file on my machine which is the objective. Also, this computer is so old that Chrome is not a viable option either. At one time after it was first released it worked fairly well, but after a few months of it's automatic updates it grew beyond my machines capabilities.

Backwards compatibility is just an antiquated notion I guess. Which is kind of funny when you think slightly about it.

I used the html 5 fix and it worked .. but before that I was going nuts trying to fix this.  My internet is fast I had no clue what to do.  I tried to watch a video on how to fix buffering.. except that NO video would buffer AT ALL so I couldn't watch any video.  It would show frame one and stop dead- on every browser.. I emptied cashe ..deleted bookbookmarks.. did a rain dance....   Why would do stupid shit like this  without alerting it's users somehow?

I'm having this problem too. It's not buffering even when it pauses. Every video the grey bar zooms half way up then stops, so when the red bar reaches it the video stops completely. Anyone know why this is happening?

Sometimes if i rewind or fast-forward it starts working again but mostly not. I have fast connection and videos from anywhere else work fine even in HD! Confused.

Ok so the html 5 does not work.  I then found another answer.. my firewall was down.  some site suggested blocking specific ip addresses connecting from verizon fios were screwing with youtube.  I just activated my firewall again.  I don't think i can block specific ips ..but activating the firewall seemed to work immediuately.  I'll see if that fix held up later today.

Same. Won't buffer more than 30 seconds ahead (then stops til you run out of that), won't cache if you rewind. This is on a 120 Mpbs average connection.

I'm having basically the same issue. I've tried all of the possible solutions posted here. Nothing works.

I also cant' explain why some videos will buffer quickly while others will slowwwwly get to 15 seconds (for example) and then stop. And it isn't affected by the quality of the video. I get the same issues if the video quality is at the lowest possible setting.

If it has to do with YouTube changing like people are saying, then shouldn't it be the same for all videos? It's kind of confusing...

I'm just trying to watch vsauce right now. my computer has trouble playing a video while it is currently downloading. why can't I buffer the whole video? Instead i am forced to play it while it is still downloading and it struggles badly. this is very frustrating because my computer is capable of running full HD video. it simply has a restrictive internal bus bandwidth. I should be able to pause it, allow it to finish loading and then play it all.

This is utter bullshit. Ive been having this problem for ages now. Even if I have auto de-selected in quality the youtube player in all its wisdom will decide that the prebuffered video that is already loaded isnt good enough and will wipe that buffered video but then decide that it cant re-prebuffer the video that was already loaded and the video will stop!!

Why in the world would you write a script that erased the already buffered video just to bring the video to a stop and nit be able to re-buffer what was already there waiting to be watched.

Remember when youtube would load the whole video ready and waiting for you to watch without interuption....ahhh the good old days.

i'm having the same problem and has gotten so bad now it means i dont watch youtube videos anymore which is a pity cos i've watched tons and tons of lets plays in the past. currently watching sips from yogscast playing skyrim and terraria. tried cache and cookies but no cigar.

basically i click to play the video and pause at the start, it loads a little and i start watching and then it stops and wont load at all. have a video paused here now for 20 minutes and not a single milimetre of buffer bar has loaded so when i press play now it wont actually play. like literally cant watch a video no matter how long i leave it load.

let me just say it still works like it used to on the psvita which is what i use exclusively to watch youtube videos now. i don't know what they did but they messed up. one of the previous posters is right its not youtube anymore its theirtube - THEIRTUBE!!

Almost 1 year now and always the same problem (with Firefox and fast connection).
It is not buffering more than 15 seconds even if the video is in pause...
It won't cache if you rewind.
I am unable to watch videos smoothly. Really boring.

I tried other Chrome extensions, but they didn't work.

I hate having to run another extension just to get buffering to work (because extensions use PC resources), but if that's the only way to get buffering to work again...

It says this HTML 5 is not supported in Windows  8.  I am using a Sony Vaio Tseries Ultrabook and the videos keep freezing after 12 seconds.

non of these HTML5 solutions are in any way appropriate. it does not solve the issue of flash videos not pre-buffering.
for people who cannot efficiently run HTML5 videos, the suggestion of switching to those is useless.
what is needed is to fix the core issue.
I actually stumbled upon a solution to my particular issue while searching for something else.
it turns out in my case, youtube or flash are not the problem. FIREFOX is the problem.
or rather, the in built cache setting is the problem. this may be the case for other browsers but I do not know.
quite what mozilla thought they were playing at, I have no idea, bunch of clowns.
so it's like this, youtube and flash can try all thy like to load more data into the memory but they can't get anywhere if firefox doesn't let them.
here's how to tell firefox to stop being a bitch.
go into about:config.
make a new integer.
call it  browser.cache.memory.capacity
give it a value of something like 80000
there you go, you just bitchslapped firefox into loading a decent amount of data instead of being a lousy miser.
message to mozilla :- stop being douchebags, releasing millions of pointless releases just  to be cool like chrome, and maybe concentrate on making a browser that does a proper job.

if this doesn't help you with your problem. sorry. I got nothing for you.

Now videos buffer even after pausing and they wont loose buffer on rewinding.

well, according to my knowledge (not really, i read something about this problem), youtube used to save buffered files in the cache on the browsers temp folder. Due to some people (Like me 3:)) accessing this folder (anyone can access it though), copying pre-buffered files/cached files are easy and thus making piracy easier(I don't do this anymore 0:D). these cached files does not have any extensions but if you rename and add an extension (like Cache to Cache.flv) you could actually watch the video offline. youtube's programmers found a way to stop people from copying these files, the cache(ing) system changed, these caches are now automatically removed.These caches are stored in the memory/ram as what i read, making it inaccessible.

Youtube sucks very much!!! No more rewind, fast forward, and pre buffering!!! Even downloading videos now no longer work. When I try to download, it will download until finish, and when I try to play it, black screen is the only thing that shows, no matter which video player I use. Any video. And I have an unstable and slow connection, so as for now, the best what I can view are gif animations, unless I hack the ISP (which is illegal and unethical).

The only solution is to use a browser extension that can download videos and to play them from hard disk. And because it's much easier and more user friendly than watching them online, it actually encourages piracy. Nice work, folks.

They hate everybody, everywhere. They only love the money they get from advertisers, and the money they get for our personal data, mostly from the advertisers too.

In my opinion, using an adfilter is a moral duty. And it makes you feel that your internet connection is much faster. And there are very nice browser extensions to download the videos.

If you go to a VEVO video it instantly loads even tho its 1080p and any other video stop buffering even at the lowest quality. Its just a YouTube way to merchandise.

I hate youtube now. I don't even bother to listen to it when I'm working on my digital art, because it's like hell when I have to listen to a pause, buffer, pause, buffer, and more pausing and buffering for 3hrs+. HELL NO. Pulling teeth out would be less painful than that. I work with Photoshop a lot, and every brush stroke I make (I work with a canvas size that's usually over 6000 pixels), the video pauses. I thought it was a coincidence, but it's not. I stopped painting, and it had less pauses, but as soon as I started painting again, more pauses came. I just want to listen to my playlist while I'm drawing. I feel like my playlists are useless now because of this stupid buffer crap.

Honestly, they're dreaming a foolish dream if they think this is going to stop piracy. They pirate because they want something out of it; they're not going to give up that easily. I know, because a friend of mine used to hack into games a lot just because he knew he could do it. The more they added protection from hacking, the more he felt like they had challenged him, and the more he felt that he HAD to go around the security. 99% of the time he was successful in getting around their security and laying waste to their game. All youtube is doing is dangling a juicy piece of meat in front of a pack of starving wolves. And it's STUPID to punish the innocents for the crime of a minority. You're already super rich, what's one less luxurious island vacation going to do? Nothing, it's not going to hurt you. Stop being selfish, stop being pricks, and actually start caring about your users like you used to. All the charm youtube once had years and years ago is all gone now. As in many things now, I also blame the government here, specifically the U.S. In my opinion, the people who currently run this show HATE YouTube! For example, 9/11, if it really was a plot, and there is various convincing evidence suggesting it, mostly on YouTube. Now my theory is that those people now have simply told the YouTube management to insert an change causing the Videos to buffer in such an annoying way, that the viewers start watching less, then more less, and afther a few years or even months nobody is really watching anymore, Youtube starts getting more issues more negative feedback etc. etc. then at some point they shut it down completely because it doesnt make any sense anymore.

Indeed.  I use incognito windows when using YouTube to avoid the nags to identify myself to YouTube.  Why would I want my history saved?  Why would I want to have my name permanently etched into comments and saved into NSA / Google dbs?  I'm steps from dropping it all and forgoing the convenience. It may be easier for the developers but makes me far less inclined to use the service.  I already have my outlook.com address setup, I'm just waiting for the final nudge to drop Google services completely.

 Outside of gmail, my usage is a fraction of what it was now .  I was a beta user and big advocate from 04-05 onward..... not such anymore.  Forgive typos, using piss poor stock Android keyboard

For Chrome, the following may help:
1. Download "YouTube Options" extension and follow all prompts (i.e., agreeing to terms, initial setup, etc.).
2. Under "Video" tab on left, scroll down to "Playback" and check "Disable DASH."
3. (Recommended) You may also want to uncheck all of the layout options, as they can make YouTube appear pretty weird.
4. (Not sure if necessary) Restart Chrome.

Yeah I'll second that. Since I've been using a VPN proxy server all videos have been pre buffering fine and not re-pre-buffering even before the video has got to that part. That's what annoyed me the most the fact that it would automatically rebuffer the already buffered section if the video! Use a proxy server get encrypted web activity and uninterrupted YouTube vids. You may have noticed that when you are playing a YouTube video, it buffers only so much ahead of your current position. And should you pause the video, buffering stops altogether. The reason behind this lackluster form of buffering? YouTube's embrace of Dynamic Adaptive Streaming over HTTP (Dash), which breaks a video into segments, buffering each segment as you make your way through the video. In theory, Dash allows YouTube to adapt to changing network conditions without stalling out at times.

In the real world, Dash means you can't pause a video and come back to it later with it fully buffered, which allows you to skip around the video without waiting for it to rebuffer each time you jump to a new spot.

That doesn't work anymore. They made it so that you can't watch hd with it anymore. Youtube really wants everyone to have a shitty experience. It's really funny, because this was apparently put in place to equalize viewing experience for everyone by increasing bandwidth, just like Communism works great on paper does really shitty in real life. I have a very fast Internet connection and it still is a shitty experience. Nor have i heard of other people fully enjoying Youtube anymore in relation to this.

There's nothing left to enjoy in Youtube anymore, Google is systematically ruining it piece by piece.

It's pretty annoying.
I have a shitty 2MB/s connection so I can barely watch 480p videos without them having to stall while watching them. But if someone else is doing something in the house, they stall from time to time while I'm watching. So what I used to do was to start 2 videos and walk away from my PC and let them prebuffer and I could watch them without any problems. But now this doesen't work anymore.
