In order for your SafeSearch settings to apply, you need to have third-party cookies enabled. Unfortunately, by default, third-party cookies aren't enabled in Safari, so you need to modify your default settings in order to have cookies enabled when you use Private Browsing. I've attached a link to a Google Help Center article that provides more detail on what to do in order to enable third-party cookies. I hope this helps!
