What is malware(?)
Malware is generally understood as software being installed without the user's consent, intended to serve ulterior motives, not being in the interests of the user, and typically harmful to the user's system or data.
 
The Situation - Quick Overview:
When IE users go to http://www.google.com/homepage/search/ to set their Search Engine provider to Google, then that's not quite what they're getting.
Instead of having it set to the expected http://www.google.com/search?q= it gets set to https://dhpdse.googlegoro.com/search?q=
Which means than they, when attempting to search (from the browsers address bar), get taken to a sign-in page for Goro!
They're basically asked to use their Google account to sign-in to the Google App Engine application at dhpdse.googlegoro.com.
 
Who's in control of Goro?!?
I don't know, - it might be a fumbling idiot, or (worse) an unhappy former Google employee having harming users on his/her agenda, or ... I don't know, go do your own guesswork.
 
But let me present you with some facts before you start guessing.

Nice work on your behalf :) I just can't belive google left this thing unnoticed. It's the same for me here in Croatia and it's definitly a worldwide problem.
Why don't they have a telephone number to apply something like this but this thing noone is looking at.

Hi Zlatan,
One possibility as to why Google hasn't noticed, is if it wasn't made & maintained by Google (there are a great many things labelled with "made by Google", which has in fact been made by other companies or sub-contractors).

I wonder how the Google folks decide what is wise and proper for acknowledgement and attribution.

I don't think Google has made any comments (about this error) in public anywhere. Also, I don't expect to see any comments in public; it's simply too small a thing. (and anyway: silence is better than the kind of vomit we get to see with major outages of important servies like GMail, where Google standard phrase is something like "We apologize for the inconvenience and thank you for your patience and continued support").
