I have received an email from a website with a subject of Link Removal Request for my website with the mail details below.
Dear Web master,
We recently received a notice from Google stating that they have levied a penalty on our website as they "detected unnatural links" redirecting to our website.
The only way we can remove this penalty and help Google reconsider putting our website back in their index is by removing these links and we need your help for the same. We request you to consider this request on high priority.
Following are the details of the links:

They are wrong. Having URLs from your website submitted in their disavow file will not cause any problems for your website. One might assume that they are just trying to pressure you. If the comment links they pointed to you are comment-spam that was left by them (or by someone working in their name) on your website, perhaps they are willing to help cover the work involved in cleaning their spam up?

I am also thinking the same that he is pressuring me. I have asked him for that penalty report so that I can work on that but he has not sent me anything yet. What should I do now ? should i report it to google team or my web host ?

The links are ON YOUR SITE.
How did the link get on your site?
Is it comment spam that you allowed others to add?
Is it article spam that you allowed others to add?
Did the submitter create an access code and password as part of the spam submission or was the submission in the open and something that any random person could have created?
Is it a paid link, a link you specifically received money and YOU added it to the site?
Is it a sitewide link that is part of a template or whatever that you utilized on the site?
Bottom line, can you remove the link, is it your fault the link exists or can the other party remove the link using their password?

Do nothing. They have the issue, not you (provided, as Stevie points out, you are exercising good editorial control over your site).
