I've read the FAQs and searched the help center. 

i need to remove links and content from search result,cached memory.

i have created robots.txt file to block the links from search result, i need to know it will be removed from google catched memory or not?
and shall i use same content and images for my new website based on same niche.(once it got removed from google catche,). 
If i am using same content for new website, will google consider this as copied content or fresh?

Well the best thing would have been to use a noindex, follow tag. Using the Robots.txt file will prevent Google from coming back and removing the page(s) at a faster rate. 

If you are using the same content on a new site just 301 the pages from the old site to the new site.

i would like to know, broken links returns 404 error page, how long it will be in google catched memory?

my old website got penalized by google, if i am using 301 redirection,it will be affect my SERP and i will be penalized again, i dont want to take a risk again, In this case how can i use my old website content?

Then this is simple. 410 the old site. Kill it and wipe it from the web. Every page needs a 410 and it needs to be gone from the web.

google shoudn't be consider as a copied content right

That is true. Once the old site is completely removed from the Google index, then you can populate the content.

Hi giftstantra
If you're creating a new website, and don't want to be associated with the old one, I'd strongly recommend really making a *new* website and not just moving the content to a different domain. You don't need to wait for anything in a case like this -- it's fine to remove (or block) the old website, and to create a really new one elsewhere at the same time.
