I've read the FAQs and searched the help center.
My URL is: www.OrthodoxRings.com
I am wondering if their is a penalty for using "Fetch as Google" too frequently. I have been using it a bunch, trying to tweak a page on my site to get it ranked better. At first it was very useful. Then, all of a sudden, it seemed like the more I used it the worse I was ranked. Can using this tool too much really hurt you?
Secondly, is there still a "Crawl URL form" and can it be used when you have updated a page, or is it just for new pages. When I found it recently it said the if you have a new URL to submit, but descriptions of it elsewhere talk about it being for updated pages. Will I get penalized if I use it for updated pages?

There's no penalty for using "Fetch as Google" frequently.
That said, if you're updating pages or creating new ones, you'd probably be more efficient by just using a Sitemap file so that we can crawl & index automatically (maybe your CMS can even create & submit Sitemap files automatically).
