Web searches seems to show this stuff worked in 2009, but I cannot get any of it to work now:
I found a request form for transfer here: http://support.google.com/voice/bin/static.py?hl=en&ts=1378507&page=ts.cs&from=1378507&rd=2
but that form does not work either, as a spinning cursor starts and nothing else happens.

Of course, using the Edit link on this page: https://www.google.com/settings/ does not work. It only sends me to sends me to
https://accounts.google.com/b/0/EditUserInfo, where IAM the admin and see no settings on my google apps dashboard other than Organization & Users > services > Google Voice (ENABLED). I have even tried toggling it off and back on.
Still, under Google Voice > Settings > Account > Google Account Settings > Edit I end up at the https://accounts.google.com/b/0/EditUserInfo
How can I edit the email settings? or change OR ADD an email account?

You can't change your Google Voice account number or associate it with a different Gmail account. Your Google Voice account number should match your Gmail account number otherwise you will not be able to use Google Chat as a forwarding phone.

You can send voicemail notifications to any email account you want.
