I made a mistake with setting up my VG account. I do not have the choice to "go back" is there way to change my initial set up options? I initially entered the wrong number to port and I no longer use that number.

It is not possible to go back during the setup.

I cannot go back, but I cannot go forward either as the phone number is not able to be ported. What can I do next?

You mention "port," but it sounds like you meant "forward." If that's what you mean, then go to your Google Voice account, go to Settings, then Phones, and then "Add a phone," then enter the number and verify it.
 
But since you must have the target phone in your possession in order to verify it, and you said you no longer use that number, be sure that your set up of your Google Voice account was actually completed. Log into your Google account, and go to www.google.com/voice, and if it offers you the chance to get a GV number, then the account was not set up, and you'll have to take another run at it.

When I first go to www.google.com/voice, a popup box appears asking me to select who my carrier is. The phone number I initially put in is not able to be ported to GV. I cannot select the carrier (since GV does not port that carrier and I no longer use that number). Nor can I go back a step in set up to a previous step, so I am stuck at the "Step 4: set up your phone for voicemail" step.

"... a popup box appears asking me to select who my carrier is." I've not seen this. Usually the first box to pop up is one that asks if you want a new GV number, or if you want to use your current mobile number. Are you sure that's the FIRST box that pops up?

The only reason it's the "first" is because I've logged off and logged back on. I tried to set it up a few days ago, but was unable to as something came up. When I came back to finish, this "step 4" is where I had left off. Now, when I go to google voice, step 4 is where it starts up. That is why this is the first box I see.
