I'm having the same problem - even when I try and upload photos smaller than 2048. For the record for all the photos I've been uploading recently I've set the 'optimize for web' checkbox to auto shrink them.

Same here. I would a screenshot of the complete error message to this posting, but I keep receiving an error...I'll try again later.

I have the same problem.
I am not able upload (synchronize) my new album from picasa to web. Problem started few days ago when I tried upload new album with 31 photos. I uploaded 45 % and then got this error message:
com.google.photos.service.storage.PhotoServiceException: User b2b57c8e7 QuotaServer request failed with 1 (short_term_limit_excceeded=false)
at com.google.photos.service.storage.PhotoServiceException.mapStatusCode(PhotoServiceException.java:79)

I always let photos convert to maximum size 2048 and I have used 0% from my quota.
I do not use picasa excessively - few albums per a month (with 50-100 photos).
OS: Win 7, Picasa 3.9 (Build 135.93)
Moreover I am not able upload any photo to Google+ with WEB interface.

-I thing problem started when I tried use Google Drive because there is written this:
Free plan
5 GB of Drive (0% used)
10 GB of Gmail (8% used)
1 GB of Picasa (99% used) ????
-But this is nonsence because in my picasa setting is written this:

-I do not have any photo larger that 2048 !!!
I thing this is a google bug and I do not know how to send feedback.

Hi Rudolf62,
Are you on Google+? If not, then resizing to 2048 for Picasaweb uploads will not put those photos into the free storage category.  

Maybe that could explain why you have used up all of your free 1 gb storage.  Once used up you are then not able to upload any new photos unless they are 800 px and under.

Hi Phil KL, thanks for responze.
Of course I am on Google+ and I let picasa  resize all my photos to 2048. Picasa says that I have used 0 % of my storage. Look at screenshot ScreenClip.png.
But google drive says that I have used 99% of my storage. I am convinced that this is a google bug and  I want to let them know  somehow.
I can not upload any photo even with Google+ interface!

Hi Rudolf62,

Sorry, I missed the line where you did say you cannot upload to Google+.

When you go to Picasaweb at https://picasaweb.google.com/home and check the bottom of the page what usage do you see for Picasaweb?

problem i have with upload from web picasa and windows program picasa and also in google +

I upload only photos with maximum size 2048..

Thanks for providing the details.  It's really puzzling.  I've escalated this to the Google team and they will respond when they have an update for you.

There was a change today. I was succesfull to syncronize (upload) only 9 ! photos. Then got another Message: Error: Longterm bandwith exceeded.
I am going to wait few days  whether picasa becomes usable again. Meanwhile I was forced to use Skydrive for sharing photos with my friends.

Not much more I can add.  You have to do what best for you even if that means moving to another service.

I have no idea when this issue will be addressed by Google especially if they believe that users have exceeded their bandwidth allowance.  Your case seemed a bit different to me because you indicated that you did not upload much recently.  But the new message you got about "Error: Longterm bandwidth exceeded"  put you in the same situation as others.

If you are using Sync to web in Picasa3 then that could be doing a lot of syncing thus using up bandwidth.

Thanks for the recomendation. I deactivated all old synchronization and now I will wait. (I had switched for  all my old already uploaded albums  synchronization on)

I've been getting this exact same error message too! How long did you have to wait for it to clear? I've been seeing it for almost 2 weeks now.
