Is not foreseen in Picasa.
Except that you can create a collage with only 1 picture, but you have no control over the size: it's pretty large.
I use IrfanView for it, but there must be more free programs doing it.
Enlarging too small photos will not give good results.

Use "Crop" on the edit tabs.

Your question is not clear.  If you mean to isolate a portion of an image and enlarge it, use the crop tool.  If you mean to increase the number of pixels in the file, you need some expensive software that may not do a satisfactory job.

In one sense, you can compare a digital image file to a piece of wood:
You can cut it smaller but you can't cut it bigger.
