Under "Payments" it states that "a website must provide a way for users to purchase the product online through either a payment service or directly from your website". Could you please confirm that there are no exceptions to this rule? I represent a Client that sells a larger item only through their stores and can only provide a quote due to Client company policies and capabilities. Our Client has the ability to provide a local price and store location.

there are no documented exceptions.
also, shipping must be direct-to-consumer and the
item must be shippable throughout the target-country.
