I'm pretty sure this isn't possible using GoogleMaps or its embedding maps.
If there is any chance to achive your gial then with Maps API. 
I'm not sure about.
But  try asking the Maps API help group.

You could do a graphic overlay in Google Earth, save it out as a KML/KMZ file, and import it into My Places Maps. Once that is done, you could place POI's with historical pictures in them for creating the map you mentioned.

You will have to create some kind of blank overlay, or a graphic showing minimal geographical information.
