Yeap. Iraq's imagery is circa 2004/2005 depending on what area you looking at.
From Google Maps you can click 'Report Imagery' and report it - not available in all countries.
You can report map errors (including imagery > 3 years old) via the provided link:

You can report issues with satellite images anywhere in the world through this form .
You could request to be informed of updates to areas of interest through Follow Your World .

I realize this is off topic, but would you be able to bring this bug (discussed in this thread: http://www.google.com/support/forum/p/maps/thread?tid=32df57724e3961b0&hl=en) to a Googler's attention? The thread has roughly 20 reports in it but does not seem to be getting any traction with Google. While the bug may be only affecting a minority of users (those who create maps in My Maps with lots of placemarks), the problem is very severe - it's causing My Maps to be completely unusable for that subset of users.
