Just weighing in here that I'm another user for whom the camera's not working on a brand new MacBook Air. Hope Apple fixes this soon.

The recent OSX 10.8.5 update will prevent Hangouts (as well as Skype, etc) from accessing the built-in camera on MacBook Air computers. As a workaround, you should try either using an external webcam with your MacBook Air or using a different computer.
This issue isn't within Google's control to fix, and Apple has posted a known issue about it here: support.apple.com/kb/TS4552
