I've read several questions on this forum to find the answer to this, no luck.
Our ad was created and listed as "approved" almost immediately. I've heard the process takes several weeks, but ours did not.
However, we have no clicks. Our keywords are almost all eligible for a first page bid. Tried using the keyword tool and ad preview tool, no luck.
Are we doing something wrong? I've been through the guides and forums and am out of ideas.

What do you mean by "no luck"?
The Ad Preview and Diagnosis tool will tell you why the ads are not running.
Let us know what it says and we can help you out from there.

Your campaign may be paused. If so, all you need to do is Enable it. (The email you get when your account is approved says that it is paused).

Our account is listed as "enabled," so I think that may not be the issue, but thanks for the tip.
@ Robert Coats,I tried using the tool and it told me the keywords I entered to search didn't bring up our ads. The key words were listed as approved and eligible for first-page bid, so I'm not sure what else to do to make them visible.
The ad budget is already set at the max CPC of $1.00 per click that's allowed under the Google grants program.

The tool should have given you a reason as to why a search did not bring up your ads.
As vlmagee2 pointed out, even though your account is active, the campaigns can still be paused. In addition, so can the ad groups, the keywords and the ads. All will have to be checked to see if they are enabled or not.

Hi Liz, I'm having the same issue with my ads. They are all enabled and I've used the Ad Preview and Diagnosis tool several times using many keywords and none of them are showing, it didn't give any explanation as to why. My ads have been live since mid October but not a single click. I've added heaps of keywords using the Keyword tool, nothing.
Any advice would be appreciated

Are your keywords at least generating impressions? If not, make sure that your ad groups, ads and keywords are all enabled as well.
Also, how long ago did the read billing prompt go away?
Lastly is your org US based or participating in a country specific grants program?

My campaigns say "eligible" but when I try to change the status to "enable", the option is grayed out.
