It seems your problem is that you want the *default* visibility to be public on the web. Which we don't support (I presume from looking at your video).

You can make *individual* documents public on the web via the File menu.

There is no file option under the file menu to make the document public. If there is, please make a screencast and or screen grab demonstrating same.

We need a fix for this problem. We have 30+ holes in our google site where google presentations are supposed to be (and ONCE WERE) publicly viewable.

Please help us fix this problem!

Aha. You're using the old version of Google Presentations. If you create a new presentation and import the slides from your old presentation, you can access the public to the web setting from the file menu as I described. I highly recommend upgrading.

Otherwise, I think you can get what you are after in the old version using "Publish / embed" in the dropdown menu attached to the share button.

You will see in the attached screen shot that there is no option to allow users to publish publicly to the web. Is this the root of the problem?

We NEED a fix or we will need to move our presentation platform elsewhere.

Hmm. So it seems the problem is we don't want to let you share outside your domain. I'm a little fuzzy on the details of how that works. Try sharing the document outside the domain via the sharing dialog (not the publishing dialog) and see if that makes a difference.

I'll ask around and see what the expected behavior is here.

If it's still unclear, here's what it not possible and I myself have wanted this feature for a while not too...

With a normal Google Account, you can create a document, "Publish to Web" and send that link in emails, twitter, facebeook, etc...

People who click this link are not asked to sign in, are not asked to do anything.  The link simply shows the document to whoever has that link, achieving what we want.

In Google Apps, this is not possible.  When publishing to the web, regardless of settings in the dashboard the "Publish to Web" link requires visitors to sign in to that organization.

Hopefully that cleared something up.

Hi There 

I am having this same trouble!
I can't make any of my presentations public anymore. 

I login in to admin and checked the Docs sharing settings and they are all done correctly! I have no option to share to the web both in the publishing sections an visibility options.

Ok! The person in charge of this finally got back from vacation and it seems this is, indeed, a mistake. We'll get this changed.

I'd love to know if this fix is in progress or not.  I may have to find another cloud doc solution, since this is limiting my ability to work effectively.  Please let us know the progress.  Thank you.

I know Google doesn't like giving schedules and release dates for things, but this has been an issue for some time now - can we have at least a vague timeframe as to this fix? Even if it's just a feel, a week, month, year?

Make sure that the box in Docs Settings that says 'Allow users to use Google Cloud Connect in my Organization' is NOT checked.  I had checked that box for some reason and once I decided to uncheck it, I all of a sudden saw the option to share with users outside my organization.

I just tested your theory. Unfortunately, it did not produce the desired results: displaying docs/presentations on on our google site still does not work.

On Opeara I got this message:
The website does not permit its content to be displayed in a frame. It must be displayed in a separate window.

On firefox and chrome:

You need permission to access this item.

The URL address for the presentation I published does not work.  It is a very lengthy address.  Would be great if you could just highlight the address and paste in a browser, but at any rate, I have spent so much lost time, typing in the address only to get a message that the document (presentation) no longer exists or that I (the owner) have deleted the presentation.  Neither of which is true--I am properly signed in, the presentation is listed on My Drive, I can open it and I have followed the steps for publishing to the Web by going to the file menu, clicking on publish to web, clicking start publishing, getting the URL address for the document link.  However, when users try to access via the URL address they get the message the document no longer exists.  Help! what am I doing wrong?

The issues was escalated on June 15, whatever that means. I'm skeptical given that a Google employee claimed that the "person in charge" was supposedly working on this two months ago.

We are having the same issue as well.. i changed the domain setting (google apps free) to 'users can share documents outside this organization'.. but it has not seemed to take effect.

It's unlikely to be fixed since Google has discontinued the free apps accounts.

Does not work in Business Apps too. Can't even get the new forms to see outside the organisation, old one still work though.

Forms cannot be seen outside if "sign into account" is checked on forms.  You need to deselect this option for it to work.

Exactly I cannot move the tick as it is greyed out, even though you can share outside the domain. Legacy forms though work fine.

Are you on a grandfathered free GApps domain?  If not, can you put a screenshot of it so I can figure out what's going on?

I am on Google App Business, domain is setup to allow to share docs outside (which is also not working now hence the post in this thread). As I said legacy forms work fine still.

Had an update from Google Enterprise Support:

"This is an issue that the customers who selected the Rapid Release for New Users Features are experiencing at the moment. We are aware of this situation and we are taking necessary actions to correct this issue as soon as possible."

So no fix at the moment.

What is going on with this?  It appears- nothing.  This has been a problem for several years and though there are several "in-work/fix coming/etc".. It's still broken :(

This is a free account and I just learned the hard way that "switching from 'can share' to 'cannot share' , and back to 'can share'" kills the functionality of future sharing to non-domain users or public.  

Doubtful this is going to be fixed-  What has everyone/anyone done to get around this?  Has anyone had it fixed/reset by Google?

I can't switch to serve docs from a personal account as this is for a web client... and this is her personal account.

For what it's worth as this seems to be an ongoing issue...

The problem exists in Google Apps for Education, too. 

Example: I have a document with "Public on the web - Anyone on the Internet can find and view." Admin settings are correctly set for public sharing: 

Users can share documents outside this organization
Warn users when sharing outside this organization
Allow users to publish documents on the web or make them visible to the world as public or unlisted documents.About visibility options

However, the link requires a Google sign-in. Similar problems result when trying to search for public documents, etc. from within Drive.

I am an admin for the account, so if anyone wants to contact me and magically reset the system and fix what has never worked for us, that would be fantastic.

I'm having the same issue.  We are using a free account and the problem is, i'm trying to integrate google with a wordpress website.  If I can't get this functionality to work, we will have to rethink how we're using google or switch to a personal account.  Very frustrating, I need this to work.  I've found that forms work fine sharing them publicly, and that if I create a new document in drive, then I have the option to publish to the web, however still can't make it public so it's a moot point.  They still need to login to the domain to see them.

I am also the admin on the account and have verified that the settings are correct.  Google, if you want me to even think about signing up for the paid version, I need to be sure this will work flawlessly.  Right now, it's very flawed.

I have very little experience with Google's support services, but I have just been given my club's website to administer and I am having the same issue as mentioned here: I have 'turned on' public sharing but I still cannot share items publicly.

My question is: Is there any hope of Google fixing this for me or should I just give up now? It seems pretty hopeless from this and other threads, but it would just save us so much hassle if it worked.

I solved this today. The solution was to become a paying google apps customer. 
If the problem persists after becoming a paying customer, then contact google apps support, which is only available to paying customers.
They actually gave me a call and walked me through the stops for activation. These steps, namely a radio button to allow public sharing, only became available after i became a paying customer.

As Ali said, the solution is to become a "paid" customer.  You can sign up for the free 30 day trial, fix it, and then roll back to the free account.   Seems like this is a bug.  This thread has information on the bug and the fix.  I did what they suggested in the "best answer" and the issue was resolved right away.

I switched over to copy.com for my cloud storage needs. I saw the thread mentioned by jaknays, but it's a one-time fix so you just have to hope it doesn't break a second time. Also, google's lack of support for the free apps doesn't seem to be getting better, especially since they've discontinued the free version. I have switched over to other services for everything except mail and search.

If you're interested, copy.com works like Dropbox or Drive (anything copied to a folder gets synced, selective sync, etc.), starts with 15GB free space (20GB if you're referred, here's my referral link) and gives an extra 5GB for each referral (up to 75GB). Sharing folders and individual files has so far been flawless and their support staff responds within a day or so of ticket submission. I run linux and had some issues with their copyagent taking about 60% of a processor, they had me log the run for a bit and gave me a patched binary within a few hours. The next main update contained the patch, so I'm back on their normal, invisible, background updates.

I still have this issue.......however....once i changed from "rapid release" to "scheduled release"  i was able to share to web/public.......... if i reverted to "rapid".... the problem came back..... hope its of some help.
