Guess your firewall or anti-virus is blocking accessing chrome to the Internet , Check this !
Re: Error 138 (net::ERR_NETWORK _ACCESS_DENIED): Unable to access the network david.king 11/27/10 3:29 AM
This is most likely your antivirus program (eg. McAfee Total Protection) blocking Chrome from accessing the internet. The firewall is blocking Google Chrome because the antivirus program no longer recognizes it - even though it is on the list of permitted programs. To fix this problem:

1. Click on Firewall > Settings
2. Click on Program Permissions
3. Click Google Chrome & the Delete button
4. Click the Add button
5. Browse for the Google Chrome.exe file (it should be in your User folder>App Data>Local>Google>Chrome>Application
6. Add the program and you're done!

Re: Error 138 (net::ERR_NETWORK _ACCESS_DENIED): Unable to access the network slutske 3/9/11 9:39 PM
I am having the same issue.  My mcaffee says its expired and needs to be 'activated,' but i dont want that.  It says the firewall is on, but the part where it says that is greyed out, and i cant access it or make changes.  wtf?
Re: Error 138 (net::ERR_NETWORK _ACCESS_DENIED): Unable to access the network david.king 3/10/11 9:13 AM
@slutske. If you don't want to do that, perhaps uninstall it?
Re: Error 138 (net::ERR_NETWORK _ACCESS_DENIED): Unable to access the network shay5345 3/11/11 3:37 AM
I don't use McAfee.  I use AVG.  Guess I can call them.  If not I'll continue to use IE, which I hate!
Re: Error 138 (net::ERR_NETWORK _ACCESS_DENIED): Unable to access the network david.king 3/11/11 8:03 AM
@shay5345. Similar advice applies. Check Chrome is listed as an allowed program in AVG's firewall settings.

Yo! After 2 Hours of Mindless searching/reading/trying...
I found my solution to the problem..

Im not really sure but I tried all this solution..

1. 1st on Ie or Chrome click on options
    click connections tab and click lan
    uncheck all and check "automatically detect settings"

    ( I tried this but didnt work.. but still try it)

2. I opened up my firewall settings
    added chrome and Ie to exceptions and checked it

   (Again didnt work..)

3. I uninstalled my expired norton 360 antivirus and scanner..
    RESTART COMPUTER..

AND WEeehh.. Chrome started working again..
well I dont really know which will work..
but i really think its number 3.. because of norton..
but then again.. maybe you should just restart?..

Re: Error 138 (net::ERR_NETWORK _ACCESS_DENIED): Unable to access the network zombienath 4/8/11 3:28 PM
I've had this problem for about 2 months now. It's very annoying, but I've found a workaround:

When the error pops up, go to google.com or another generic site that doesn't require a lot of time to load. It should pop up the error again.
Hit refresh at a rapid pace. Twice every second should do.
The amount of times you need to click it changes, and I have no idea why or how this works, but after anywhere from 10 seconds to a minute, the page will load.
Keep an eye on the loading bar, so if it starts to load, you aren't still refreshing an already finished page.

This stops the error from popping up for a time, but after some time, (anywhere from a half-hour to 6 hours later, again, I have no idea why) the error will crop up again, and you'll have to spend a minute of your time refreshing.

If this works for anyone else, please say something. I tried all of the other solutions suggested beforehand, and after some frantic refreshing, I found this to work.
Hope it does for someone else. Thanks!

If you have McAfee its actually trickier than expected.

1. Search McAfee in your search bar and go to your McAfee security center (you may have to make an account just do it with a junk email you have)
2. Click Web and Email Protection
3. Click Firewall
4. Click Program Permissions
5. Find Google Chrome and "Edit" the settings so its at "Full" (You may have to even add it to the list)
6. Press Okay if its there then X out and it'll work

I assume this works for other fire walls. You can't just go to the Firewall settings thats under control panel apparently :/

Hoped this helped! It helped me XD

First, remove any expired software that may be causing a problem. For me, I had to remove my expired McAfee software.
Next, ensure that Google is being allowed to pass through firewall.
Now, try to connect again. It worked for me.

@ Dyrinda - Yup for those who have an expired McAfee (or whatever antivirus) just uninstall it. It worked for me :)

Re: Error 138 (net::ERR_NETWORK _ACCESS_DENIED): Unable to access the network khaaaaa 12/24/11 2:42 PM
It is definitely some sort of blocker or firewall. If you're using any antispyware/anti virus program--make sure it doesnt have website blocking. most of the time it's automatic. i.e. Malwarebytes antimalware has an automatic website blocker. all you have to do is right click on the icon on the bottom right and uncheck websiteblocker. play with your security programs' settings; you dont have to uninstall it unless you can't find the appropriate settings.

My McAfee was blocking chrom but was expired...couldnt renew because chrome was at the time my default browser so the renew subscription link in mcafee attempted to use chrome and hit a dead end all the time(what a lame idea on the side of mcafee). Well, I just uninstalled mcafee and refreshed, chrome was working again...now i have to get a new anti-virus.

I had the same issue, but McAfee was blocking Chrome & it had expired. I didn't want to renew it so I just simply uninstalled McAfee and Chrome is working again, easy!

McAffee is one of those companies that use to make a decent product but now make software that is actually bad for your computer.  Get rid of it and use zonealarm.  It's simply the best firewall in the business and it's free.
For anti-virus, you'll have to use either Microsoft Security essentials or get something paid.

Where do you people find these first steps? Where is FIREWALL to click on? (I'm on a MAC?)

What is your first step? Where is "Options?"
