Starting Chrome Browser for the First Time after creating a new standard account, I had to enter the OLD pw from before, after connecting with the current password. I don't remember using the dashboard, so this is probably an internal use for saving browser settings, etc.
It would be better to sybnc the passwords at the time of the change.

This needs to be looked at more closely by Google. There is a serious design flaw from what I can see.
I had previously installed Chrome with a Gmail account and password. When syncing, it used the password associated with my email address.
Months later, I changed the password for the associated email address. Upon re-installation of Chrome, I was prompted for my Gmail account and password.
I entered the email address registered with the sync service and my current password. I received the message or something similar that "I had previously registered Google sync with another Google account password. Please enter that password".
If I hadn't saved the old password, it looks like I would have lost all my data. I can not find a place to change this Google account sync password. So, am I basically stuck with the password I was using at the time I registered?
