Can't call out on my Android phone using Google Talk

I downloaded Google Voice onto my Android phone.  I set up a GV account using my business 800 number (instead of a random GV number).  Unfortunately, it seems I now cannot make calls using GV.  The instructions say "make a call like normal and it will ask you if you want to use GV"...  However, that doesn't happen. 
 
I was successful making a call through the web page, and the 800 number showed up as the caller ID (which is my goal), but I can't seem to do this from the Android phone.

The Google Voice app does not use the internet to make or receive calls.  It requires a cell phone carrier.  Are you trying to make a call on your Android using the internet?  This can be done.

I use google voice to make calls but have no local cell phone carrier. I use the internet to make calls with my Goog Voice number...

I AM ALSO HAVING THAT SAME PROBLEM..... I SWITCHED PHONES RE DOWNLOADED THE APP AND IT DID NOT GIVE ME THE OPTION TO CHOOSE WHICH NUMBER I WANTED TO USE ON EVERY CALL?????????????????????????????????///
