I'm having the same issue. I'm trying to verify a Google Plus Local Business page. I was sent my postcard today and tried to enter the PIN into the Google Plus profile. Got 403 error.

Yes, I have. Please provide clearer instructions instead of "see what I told this person." It's confusing to follow.

|Re: 403 Error when trying to verify Google+ Page||Flash (RL)||1/31/13 11:06 PM|
No problem. Too be clear, you are not without options. If you have not already done so, you can claim a listing at www.google.com/places. When setting it up, make a service area, choose the option that says you go to your customers, and then check the box to hide your address. You won't have a marker on the map, but you will appear in Maps and Local searches.

That helps even more. Thanks again!
|Re: 403 Error when trying to verify Google+ Page||Flash (RL)||1/31/13 11:36 PM|
Jade, here is a summary.
In short, it appears the issue may be that in each instance they should not be verifying, but they are receiving 403 errors instead of adequate error messages.
|Re: 403 Error when trying to verify Google+ Page||Linda Buquet ~||2/1/13 10:37 AM|
Good summary Flash!
Note to Google... think this problem is being exacerbated by the fact you are forcing businesses to verify...
whether they qualify or not, whether they are SABs with address hidden or not - or whether they even want to or not.
On one hand you say SABs with address hidden can't merge - BUT if they try to edit their pure G+ page it tells them they MUST verify for edits to show.
Details with examples here: Google+ Local Now Forcing G+ Business Merges?

Getting 403s, no way to verify.
Same issue here. We expect and get new client foot traffic at our location. The majority of our business is local and our location is critical.
|Re: 403 Error when trying to verify Google+ Page||Paul Hickey||2/1/13 6:31 PM|
I have posted way more details over in this thread -https://productforums.google.com/forum/m/#!msg/business/Di5oTM9Ql6Y/sE1uxPhmxIUJ
The bottom line is that this page https://plus.google.com/110988891500842064920/about?hl=en
Is associated with our business in the search results but is the wrong address. We have moved and people are still dropping by showing up looking for us at this location.
Jade - please help.
|Re: 403 Error when trying to verify Google+ Page||Flash (RL)||2/1/13 8:41 PM|
@spiralinspired - Every indication from your websites is that you are targeting a world wide audience. There is barely any indication of your location and no encouragement for people to visit. You may do a lot of local business, but by trying to target a different audience you are creating a situation whereby no one else knows it.
I do realize that Google needs to get something set up whereby you can update your business page; but if you targeting a world wide audience you do not want to to verify as that will put you on the map. Once on the map you are subject to a lot of different eyes that will delete your listing based on what they would find.

Rene - A guest house cannot be verified; rentals are not allowed on the map. Google needs to come up with a solution whereby you can still access your page.

Flash and Sara,
I am having trouble with this clients location: https://plus.google.com/b/105091297516511241448/105091297516511241448/about
As well as a few other clients who are in similar fields and have an actual physical business address. I have been able to verify in Google places though without a problem.
|Re: 403 Error when trying to verify Google+ Page||Flash (RL)||2/4/13 12:32 PM|
Places never had algorithms checking before you verified, but relied solely on human checks after. It appears that with G+ Business pages some algorithms might have been applied.
When I look at this address, it is on a residential street and has no sign. If that is so, that would mean it cannot be listed with the address displaying.
|Re: 403 Error when trying to verify Google+ Page||Gray's UNCC||2/4/13 1:06 PM|
I wanted to add my case here so that you're aware of it. I've been posting with contributor treebles: https://productforums.google.com/forum/#!msg/business/0HQAtCrdG70/alfJuNEcNXwJ
Treebles looked over a number of my details, and said he'd pass it on to a Google employee. He said that I should keep an eye on this thread for any updates.
In summary: for our local retail store I claimed and then verified our Local page. I tried creating a Google+ local business page, but when I tried to verify the Google+ page, I got the 403 message. As far as I can tell, there's no reason that we don't fit the necessary criteria.
I don't want to hijack this thread so I'll leave it there, but it's pretty well laid out in my original thread.
|Re: 403 Error when trying to verify Google+ Page||Jade W.||2/4/13 1:47 PM|
OK guys, here's the deal with 403 errors -- that's the error message when trying to verify a page that's managed with a Google Apps account. At this time, local Google+ pages cannot be verified using Google Apps accounts. If you’re looking to verify a local Google+ page for your business, we suggest using a personal Google+ account to be able to fully manage your page.
|Re: 403 Error when trying to verify Google+ Page||jim.jaggers||2/4/13 1:50 PM|
Is it just the Social Google+ Local page that can't be verified in a Google Apps account or does that affect their ability to claim Places Pages too.
|Re: 403 Error when trying to verify Google+ Page||Sara Jade||2/4/13 1:51 PM|
Okay ... so just to clarify: even if the PAGE OWNER uses a Google Apps account, we need to setup a new page manager account with an ordinary gmail address to avoid the 403. Is that correct?
|Re: 403 Error when trying to verify Google+ Page||Jade W.||2/4/13 1:53 PM|
This is just for the social Google+ pages (made in Google+ in local business/place category). Google Places for Business should still be fine.
Yes, if the page owner on Google Apps, the page cannot be verified. I believe you'll need to transfer ownership to a standard Google account.
|Re: 403 Error when trying to verify Google+ Page||Gray's UNCC||2/4/13 2:25 PM|
Great, that took care of it for me! I added my personal gmail account as a manager to my page, and used that account to verify. The postcard is on its way! Thanks!
|Re: 403 Error when trying to verify Google+ Page||beinganonymous||2/4/13 6:49 PM|
Hi Gray's UNCC.
Did you have to transfer ownership of your social Google+ page from the Google Apps email account, or did you just have to add a personal Gmail email account as a manager to the page and verify with that?
What I mean, is the Google App still the owner of the page, and the personal Gmail a manager of the page?
Also, this question is for anyone that knows:
Our Places account is owned by a personal Gmail account (because when it was set up it wouldn't allow a Google App, email@example.com email account).
Our Google+ page (not verified and not merged, service area business) is owned by a different account; a Google App (firstname.lastname@example.org) email, and the same Google App email account owns the personal Google+ profile that owns/created the Google+ page.
Would changing the email/ownership of the Google+ profile (to a personal Gmail email account) automatically change the email/ownership to the Google+ page (created from that profile)?
(We don't want/need to verify or merge our Google+ page with +Local but I am just wondering to prepare in advance for if/when Google did/does require service area businesses to verify/merge).
Or would it be better to just add the personal Gmail email account as a manager of the Google+ page?
Also, does making these changes have any effect on ranking (local or organic)?
Thanks in advance for any answers.
|Re: 403 Error when trying to verify Google+ Page||Gray's UNCC||2/4/13 7:39 PM|
I didn't transfer ownership; I just added my personal/regular Google account as a manager (the one I created to use for Gmail ages ago). Then I logged in with my personal account to verify. At first, it didn't work exactly right... even with using my personal account, it didn't go to the verify page at first, it just went to a blank page, but at least it went somewhere other than the 403 message. I don't know if it was a fluke connectivity issue, or if it was the fact that I was signed into both my personal account as well as the app account at the same time. Either way, I logged out of both, then logged back into my personal account, and then when I clicked verify, it went straight through, and I was able to send myself the PIN postcard.
Hope that made sense and/or helps!
|Re: 403 Error when trying to verify Google+ Page||beinganonymous||2/4/13 8:01 PM|
It made total sense. Thanks for the info!
|Re: 403 Error when trying to verify Google+ Page||jim.jaggers||2/5/13 7:13 AM|
Yes. Create a regular Google account using any email address except a Google Apps email; it doesn't have to be Gmail.
|Re: 403 Error when trying to verify Google+ Page||Jade W.||2/6/13 3:14 PM|
New update -- the team is working on making verified pages available for Google Apps users. I'll come back to announce this is available. If you don't want to wait, you can transfer ownership to a standard Google account and verify using that account as noted previously.
|Re: 403 Error when trying to verify Google+ Page||beinganonymous||2/6/13 8:15 PM|
I think your reply is to my question?
I have a personal Gmail account which I used to create my Google+ profile. My business partner also used the business' Google App business domain email (in...@ourdomain.com) to create his Google+ profile (because we wanted to create a Google+ business page with this domain, thinking that was best), and that same Google App email address was used to create the Google+ business page.
I'm having a difficult time trying to find where and/or how to either change or transfer the email address of the Google+ business page, or to add an email account as a manager like "Gray's UNCC" did. What are the steps in doing this, or any of these options? (if this is getting to off track for this forum can you, or someone, please move this reply to the correct forum, or post a link to the forum so I can post this question there?)
|Re: 403 Error when trying to verify Google+ Page||beinganonymous||2/6/13 8:17 PM|
Thanks for the update Jade!
Even though we won't be verifying our page this is good to know, potentially for the future.
Can anyone give the exact steps in doing this?
|Re: 403 Error when trying to verify Google+ Page||treebles||2/7/13 5:29 AM|
This Google+ help article explains the differences between owner and managers of Google+ Pages
You can add managers following these instructions
The transfer of ownership is explained here
A Google employee (Jade) post yesterday that they are committed to provide a solution for Google Apps accounts to be able to verify their Google+ Pages, but there is no timeline when the solution would be available.
You can wait to verify your Google+ Page until a solution is provided for Google Apps accounts or follow the workaround of making a regular free Google account the manager of the Google+ Page and verify with this account. If that fails, try transferring ownership to the regular free Google account.
|Re: 403 Error when trying to verify Google+ Page||beinganonymous||2/7/13 6:40 PM|
Yes, I saw that and posted a reply to her post (see quote from her post and quote from my reply):
Yes, we have elected to have our address hidden so we won't be verifying the page until Google supports verifying for service area businesses with hidden addresses.
I was just wondering because I didn't see any options in the actual Google Apps account (not the Google Apps email account).
Thank you so much for the information/links! Now I see that I had already invited/added managers for the Google+ page. I had done this months ago. (I won't transfer ownership unless I have to).
Again, thank you so much for the information treebles. After trying for so long to find answers in the actual Google Apps account thanks to you I now remember that it needs to be done through the "Managers" settings while logged onto the Page itself; the drop down menu near the small profile photo at the upper right of the page.
Although we won't be verifying our Google+ page yet I just wanted to make sure I knew ahead of time what I would need to do when/if the time comes that Google will support service area businesses with hidden addresses to verify their pages.

what do you mean?
Are Google Apps account supported now to verify a Google+ Page and they would not get the 403 status code if they attempt to do so?
|Re: 403 Error when trying to verify Google+ Page||Jade W.||4/1/13 7:33 AM|
@treebles, yes, I believe Google Apps accounts may now verify the social local G+ pages.
