Problem Description: Always got the sign in error but still able to receive email. I am not sure whehter it is due to I change the mobile setting to enable device activation

If you enabled device activation, you must install and configure Device Policy to work promptly. That is what the sign-in error for. Please see documentation linked from Control Panel.
