We have set our Enterprise Gmail to strip attachments from all senders except those listed on our Approved Attachment Senders list. We have one client who is unable to send attachments even though he is on the Approved list.
He has attempted to send attachments from 3 different email addresses, all unsuccessfully. He is located overseas, and using a Blackberry to send the email/attachments.
We are not experiencing this issue with any other Approved Senders.

As a paying Apps customer, your domain administrator should have access to Google phone support.
Aside from that, you need to be asking set up questions in the Google Apps Forum - I'll move your question.

Have you double check his address make sure it was on the approved List.
