Why does adsense accounts get disabled just before payouts? It looks like a common problem with google. They don't wan't everyone to make something.

They get so many applications for AdSense it is impossible for them to do an indepth look at them all, many get abandoned way before they reach the $100 mark when people realise it is actually "work" and not an easy money system. As a result of this they take a much closer look when the account is about to be paid out for the first time. By then they have enough stats to look at traffic and click quality
Well they do but that includes the advertisers as well as the publishers. Keeping poor / invalid or illegal sites in the system would cause issues with advertisers who are the ones paying the money. Its good for the system (and therefore the publishers) that the advertisers can see that it is being monitored and action taken when necessary.
