I have found that conduit toolbar often disguises itself as another extension you have installed.  One way of figuring out if this is true is by going to the hidden folder "AppData" C:\Users\YourUserName\AppData\Local\Google\Chrome\User Data\Default\Extensions  From here you can look at the extension folders and find the images that appear on the conduit toolbar in one of the extension folders that you have installed.  When you do find it, that is the extension you want to uninstall and it should get rid of the conduit toolbar.
