Bad performance when tabs get swapped out?

I initially loved this browser but have been quite upset about it recently. The multi-process design makes it behave in a way that unused tabs get swapped out by the operating system. With this "feature" everytime I run some memory-hungry process and come back to chrome, I have to wait for seconds to visit each tab! I'd definitely prefer waiting more time but just once, instead of for each tab separately...

What is worse, in firefox I do have to wait in similar scenarios, but while waiting I can still do other things; while with chrome visiting an swapped-out tab pauses the entire system (even including sound), the screen is slowly refreshed with a horizontal line running from top to bottom, and when it hits the bottom the pause is over and the page is loaded, but it takes between 5 to 10 seconds to do that.

The os is winxp, why is this happening? Is it a problem with the os or chrome? Thanks.
