Its most likely that the GADS tool is experiencing issues running the CRL check due to a firewall or proxy preventing your client machine from connecting to the Certificate Authority. If you are connecting through a proxy, I'd advise indicating this within the GADS Configuration Manager under 'Configure' > 'Google Apps' > 'Settings' > 'HTTP Proxy'.

A possible workaround which you can implement would be to disable the CRL check, you can achieve this by adding the following to your <GADS_INSTALL_DIRECTORY>/config-manager.vmoptions:
