This is a symptom of malware on your system.  If you search this forum (search box at top of page) for [ "client does not have permission" ] you will find numerous discussions about this same issue.

Different users have reported different products that assist in the removal.  ComboFix is one that has been mentioned repeatedly.  This is a utility that many malware removal forums have people use, under the supervision of a helper in the forum.  Please be aware that that using such a product (especially without supervision) is definitely a "proceed at your own risk" type situation.

The following article contains links to several anti-malware products that you may try scanning your system with.   I don't know if any of them are effective with this particular issue.
