I'm sure you saw this article ( http://llsocial.com/2012/05/search-secrets-prominent-seo-company-covertly-purchasing-backlinks-for-fortune-1000/ ) that alleged that a well known SEO agency was buying links for their clients. Google deindexed them the next day.
Fair or heavy handed?

somebody needs to pay for the crimes.
If this wasn't a SEO firm, but instead was an accounting firm and they doctored the annual audit.... what would happen to them?
Or if this was a NYT reporter and he fudged a few stories.... OR maybe the CEO of a big name company who play fast and free with his resume ?
Getting slapped with fines, penalties and even being fired is pretty common place in the real world.
One could argue that Google is playing judge, jury and executioner ...... except they are not ( You can still visit the guilty company if you so desire, just type their url directly into any browser (even Chrome) and away you go) .... instead Google has simply disassociated their index from the firm.
Heavy handed? Google did the same to a certain German car manufacturer for gross misconduct. The car manufacturer realized the errors of their ways, made amends, kissed some Google arse and are back in the index.
Given enough time the same will happen to this SEO firm

Yes, the site is not indexed. As for the reasons why, myself - I would wait for clarifying information from a google source least 2+2 is equaling 5 in this instance.

No Sympathy, Google is a business and they give listing away for free in the organics, the advertisers subsidise this. If a company wants to pay for links, then they should do so via adwords like everyone else has to.
