Once you're at your GV inbox, in the upper right corner of the page, click "settings".
The Phones tab should have your GV number on it, and a link to "change". Click that link, and follow the instructions.

My issue is that I didn't set up a GV number at first, just the voicemail and I can't figure out how to set up a GV number.
In settings, I don't have any options to change anything other than my Registered Phones and it only lists my google voicemail access number (no option to change it).

Currently there's no way to switch between Google voicemail with an existing number, and full Google Voice. Once you select Google voicemail for an existing number, you don't have the option to change.

I guess it wasn't clear to me that it was one or the other, and I actually set up the voicemail first, and then went back and fiddled with the interface for picking a GV number. Is there a way to delete the account I created so I can start a new one?

Currently there's no way to delete a GV account.
Some people have created a new Google account and gotten a new invite to use on that account.

You should fix this. Once I selected using my own mobile number I am unable to go back and change this. There is a lack of warning or information on your part to help the end user understand this. I found out after the last step was shown and now I can't go back. I went too far in letting you call me and typing in the 2 digit number. The option to switch should be there if you started with one or the other.
I was playing with this on my Droid and now I'm stuck with my cell number. Sadly this thread hasn't been touched in 7 months.
I'm not stupid and I encountered this problem. Now think how many stupid people will encounter it.

You have the option to make a free upgrade to select a Google Voice phone number from:
Settings > Voice Settings > Phones > select Get a Google Number

@ John of Lower Merion: I followed your instructions and get to the window prompting me to Pick a Number. But when I input the number I want it only tells me, essentially, that there is no such number. But no "Next" button to reserve it!!! Where do I go from there?

Here is what it says: There are no (***) area code numbers available at this time. But for that area code I really do not need the number at all. How do I find out if and when the area code numbers are available?

You'll just have to keep checking, since Google Voice doesn't announce when they add new batches of numbers to the database.
Some people have been lucky, and found one or two numbers in the area code they were looking for. When a GV subscriber changes to a different GV number, the old number is eventually made available again.

I think I'm having a problem even worst: in my GV Settings there are only 2 Tabs: Billing and Account. And on the Account Tab it is only possible to set the language and the time zone. I couldn't find no way to set a GV number, nor to set up anything else (phones, etc.). Moreover, when I installed GV I can't remember having been asked about any choice whatsoever...
How should I set up properly the entire application environment in order to really try this new service?

There are two different activities being discussed here:
Download and install the Google Voice plug-in.
This will enable you to make outgoing calls using Google Voice technology, by initiating the call from your gmail inbox page.
You will not have a Phones tab, you will not have a Google Voice number, and you will not be able to receive calls via the gmail interface.
In Google Voice
If you go here
and log in with the same Google credentials that you use to open your gmail inbox, you will be able to create a Google Voice account.
You can choose to create an account that only has Google voicemail for your current cell phone(s), or you can choose to get a Google number.
If you choose "use an existing number" [voicemail for your cell phone] you will still not be able to receive calls via the gmail interface, because you still do not have a Google number.
If you choose the "use an existing number" option, you can upgrade and get a Google number by clicking the link on the Phones tab that is next to your voicemail access number (which, btw, is not your Google number).
If you are in the US, and have a US phone number and are logged in through a US ISP, then you can use the button on the gmail inbox page to upgrade your account.

I tried the second option (http://www.google.com/voice) that you proposed and I end up in the same blocking point where diego.ragazzi ended up. Is there really no way to see the menu to add a google phone number when you once created an google voice account without a number?
Moreover when I try to sign in from my android phone using the google voice app, I get the following error:
I suppose the error I get is due to fact that I do not have a google number yet, which I can get as it is obviously still not possible!!
Any working(!) help!?

I have the same problem as diego.ragazzi, in the so famous settings>voice settings tab i don't have any option to pick a phones tab, so there i stop i can't continue to choose the number to call from, and also don't remember i have chosen before between GV number or existing number, is it there really a way to try this service? i have tried already the GV thru gmail, but would like to have access thru a mobile too.

I am trying to use it from Europe and here is my question:
When will all GV options (basically getting a Google number and make voip calls to other national&mobile numbers at reduced rates) from anywhere else than US?
Moreover I am not interested to make voip calls only from my laptop /PC but especially from my android mobile.
