Even i was looking for the option - looks like the template can not be changed, but still you can apply any of the themes [appearance alone]. It looks logical for not allowing the template, because it may overwrite the existing content of your site.
A simple method will be - create a dummy site - understand the "implementation ideas" of the template for the required feature and incorporate it to your site.

Did not have enough time to play around to try to understand templates. I just created another website, and copied all the contents, and destroyed the first one.
It seems more urgent to understand where to put the 'meta-tag descriptions'. I wrote some, according to instructions, but have no idea where to put them when I manage my site.

I have the same problem. I was just trying out and accidently picked a blank webpage. I tried to switch to a designed template. There's no such option. And the name i picked for my web has already been taken by the useless blank webpage. I don't think it is logical to miss out the function of change template. It can always put up a confirmation question to ask the user if they are aware that changing the template would delete all the content that already been made, and if they really want to do the action. I also tried to delete the empty home page. And it still not allowed to do that since it is a homepage. I'll try around to see if there's any other way to change the template. Any help would be welcome.

I also did that and I deleated the original site so I could use the name again. But I couldn't use the name again so now I just have to stick with the one I have which I don't like very much...

To change SITE TEMPLATE, not PAGE template:
(To TEST the procedure, create a new site called “YourNameAndSurnameBackwards” – “sdrawkcaBemanruSdnAemaNruoY”. No one else will have that name and you will not want to use it ever again. Use the WRONG template when creating this TEST site. Then follow the procedure below to convince yourself that it works. Ultimately, delete the wrong site, and repeat the process with your real site.)
Go over your whole web site, page by page and copy and paste ALL CONTENT FROM EVERY SINGLE PAGE AND SUB-PAGE into a word document. Save that on your computer.
1. Go to Google sites
2. Log in
3. Click my Account
4. Click Sites
5. Click on name of site
6. More Actions
7. Manage Site
9. (scroll down page) Delete this site
11. Create new site
12. Browse the gallery for more (under choose a template)
13. Government and non-profits (my example)
14. News Letter (my example)
16. (Type in the name of site that you deleted)
17. (Please type in the code shown)
18. Create site
Now you have a BLANK web site, with the new SITE TEMPLATE.
Build new website content, using as guide the content you copied and pasted into a word document. If possible, copy and paste it into the new template site.

As desired by Google AdWords I host a site but in a fix with "satishree": https://sites.google.com/site/satishreepress/
I want to transfer the items on the left of Home page to the top of the page. Then with adequate clearance on both the sides more and more Ads will be entertained. Better publicity promotes better earnings.
Would you kindly advise me and allow me to act accordingly?

I followed Francois' example and it did not work. The error message I received was "The location you have chosen is not available." Perhaps the problem was that I selected the Blank template instead of navigating to the example template Francois pointed to, but I don't think so.
