Picasa isn't really designed to do that kind of thing.
MS Paint can do that... But it's really heavy handed and the new person you paste in will probably stick out like a sore thumb. If you use MS Paint on a photo, make SURE you do it on a copy of your photo. Don't edit your original with MS Paint. There's no "oops" or "undo".
That's why the call this "Photoshopping" a photo. Photoshop has features that let you "blend in" a change like that.
Hmmm.... You could try this, but it probably won't be good enough...
1. select two photos - the group shot you want to edit, and the photo that you want to grab the other person from.
2. Click Picasa's "Collage" button.
3. Create a collage (a new JPEG) that has both photos. I'd probably do a Picture Pile collage...
4. Now, edit the new JPEG that is the collage you've created.
At this point, you have both photos in a new, single photo.
Try using Picasa's "Retouch" edit to "copy" bits of the second picture into the first picture.
If you can get a whole face copied in there, you could then crop the collage to get back to the single original photo.
It's worth a try. But success will depend a lot on what the background is that you're trying to past a new guy into.
Or... you could do the very crude cut and paste using MS Paint (work with a copy of your photo if you try this).
Then you could use Picasa's "Retouch" edit to try to smooth out the edges of the MS Paint "paste" operation.
This just might be good enough...

I want to create a panorama of two or more shots. I do't see that Picasaa can do this.

You're correct, Picasa doesn't have a panorama option. However, the software that came with your camera probably does.
