Is it possibe?
I thought it was best to scan a picture with FULL MEGS and then later, manually copy/change size of pixels to a smaller jpg. ? I do not see an option on PICASA 3 to do this?  
Thanks for any suggestions.

Export or the Crop tool will do the deed for you.  You probably want Export.  Select the photo(s) you want to resize and click the Export button down in the photo tray.  Select "resize to" in the dialog box that opens and enter the size in pixels you want or dial in a little more compression if you wish.

The function is hidden.  Doing a search through the Help link with "resize photo" does bring up the results on how to.

You need to do an export using the Export button. Steps are well written in the link below.
