No, you will need a more full featured editing program , something like Photoshop..

Lots of free editing programs could do it also.
One free one that I like is PhotoFiltre.
You can download it from: http://photofiltre.free.fr/
You would select just the area of the teeth and then play with the color adjustments.

This might work: Select the photo to put it edit mode; Click Tuning<Neutral Color Picker (the cursor will change to an eye dropper), then click the dropper on the teeth. The entire photo may change color as this function removes color casts, however, the teeth should become white. If skin tones become pale, a little tweak of the Saturation slider may help.
