I got this error message because I entered the date of birth of this account is the year of 2008. This is our student organization's email address and I thought I could just put the date of establishment of the club. How can I resolve this issue? Please help!!!!! Thanks.

A business or organization can't "own" and use an e-mail account (no figures with which to type an e-mail). It has to be used by a real live person. That person can submit the proof that they are old enough to use the account.

We just a small student club that wanted to have our own email account to contact people. Is there any other way to recover the account because we have a lot of contacts in that account?

How do I go about doing this? (Me being the parent in question)I would assume by following the instruction given on that "unhelpful" page for confirming an account. They provide two methods.

No, they do not provide that information. They provide two methods in the section named "What can I do to re-enable my Google Account?"
both methods require me to provide MY birth date.
I want to know how a parent can vouch for their kid's account, without supplying a bogus birth date - according to the COPPA guidelines http://en.wikipedia.org/wiki/Children's_Online_Privacy_Protection_Act#Complying
this is no bigger a problem than the methods currently in place

I'm sorry, I don't have any answer beyond what COPPA says and Google supports. It's your choice how strict/loose you wish to interpret that.
