Whenever I restart the browser I get this error message. I've noticed that there are still two instances of chrome.exe running in Task Manager after shutdown, which I either have to stop manually or ignore before switching my computer off. I suspect there's some kind of extension conflict going on.

This problem started happening with me too about a week ago. The extensions I'm using are:
AdBlock - Version: 2.2.5
Browser Button for AdBlock - Version: 0.0.11
Google Dictionary (by Google) - Version: 2.0.0
Google Translate - Version: 188.8.131.52
History - Version: 0.9
Simple Calendar - Version: 1.3
This is a brand new install of Win XP pro SP3 with all subsequent updates. This computer is pretty much empty of anything except Kaspersky IS2011.
Google Chrome version 6.0.472.63 (no longer beta).
Earlier versions of Chrome never suffered this problem.
Is anyone else having this problem?

I am having the same problem. The banner stays every time I open Chrome, even if I have clicked on the "restore" box. I notice that a lot of other people are asking the same question but I haven't found a response from Google anywhere to solve the problem or say they are looking into the matter. I like Chrome because of the speed but it is buggy and they don't appear to be concerned. I am considering going back to Explorer or maybe try Firefox. The same with gmail. Everybody complains about Notifier not loading gmail automatically when you boot up but there is no word on whether they are going to fix it. Makes Google appear to be amatuerish and unresponsive.
