Go to Wrench icon > Options > Minor Tweaks tab > "Change font and language" button > Languages tab > Chage "Google Chrome Language" to English (United States)

I have the same problem; there needs to be another way because the language is still foreign in the options menu - so it is impossible to find the right path. I tried reinstalling chrome in the english version. Because it is a net cafe PC I can't uninstall. Actually I can uninstall - I'll try reinstalling english. Even if that works, my above problem still stands as someone else may not be able to reinstall as I can

I've run into this and the advice below does not help you.  You can't see a Wrench in some cases.  And as stated the menus are still in a different language.  This is how I managed it.  I happen to have a Google ID, because I use the Cloud features of Chrome.  By signing up for this on a computer that is "in language", you can help yourself out because the Cloud nature of the Chrome browser means your preferences travel with you when you sign in.  Okay, not the trick - signing in with foreign language menus.  My tablet was in Chinese.  I started at the far right and hovered my cursor over the foreign characters on the menus appearing on the left and traveling to the center.  I clicked on the very last one (furtherest to the right) and because GMAIL does not translate, it was listed in English as an option.  Once I clicked on that, I logged in with user name and password and I was in.  My browser knows my preference for English and the browser was converted to English.  Not a permanent fix, but here's a fast clue.  once you get to that screen for hte Gmail log-in, bookmark it, or set it as your home page.  You'll have English (or any language you indicate as your preferred in your Google profile) as long as you are logged in.

Hope this helps.

missed a critical step, to get to the web, once you are in GMAIL, web browsing is an option at the top under the blue heading "more".  That will be in English and will give you a Chrome browser in English.

Dont know if it has been stated. this is a cross browser solution that gets rid of the search localization based on location detection.

Change your default home page or default google page to:
http://www.google.com/webhp?hl=en

That will always take you to the main google page and get rid of the majority of the inappropriate language translations also.
