I cannot hear the test noise when I verify settings under voice and video chat settings and I can't hear the other person when I video chat, but they can hear me. I can hear an alert noise when someone messages me and can play music and everything so I know that my speakers are working. It has happened with more than one person and I have confirmed that their mic is on and functional. Please help me resolve this issue.

(Make sure both people do this)...
 
On the account page, click on SETTINGS.  Under the CHAT tab, find VOICE AND VIDEO CHAT.  You might have to change the MICROPHONE and SPEAKERS option from DEFAULT to whatever other option is available.  I was on video chat with my sister.  She could hear and see me perfectly, but I could only SEE her.  Hope this helps!

Try changing your settings until you get the right combination.  It took me to try all the possible combinations until we both heard each other.
