Suggested: Have them invited to sign up for a google account. (This will happen automatically when you share a calendar with someone who hasn't signed up with google yet.)
Workaround for giving someone access who doesn't *want* a google account: Go to your calendar settings page and look up your private calendar url and mail it to that someone. This will give him at least read access. Write access: no way without account! (Would be difficult to prove that you're the guy with the wriote access without password...)

As far as I know you can't, unless they have a Google account. What you could do, however, is to send an event invite to his mail. E.g. you can add an entry to your calendar and invite them to the event, so that it will update whatever calendar HE is using.
