I work out of an office in Toronto, Canada. Today I went to set-up a Google Places listing for an American client and encountered what I hope is a temporary bump in the road with the new Google Places Dash.
The issue I experienced was that even though United States was selected as the Country (it's the only option), there wasn't any option to select a State and Zip code. It only offered up Canadian Provinces and postal codes.

Did you set both the country and language parameters on the business claim screen?
Though, as I was checking, I didn't see a language option for "English(canada)".

Hi Jim, with the new dashboard, there is no business claim screen other than the one in my screenshot.

Never mind. I already have a Dashboard. I would need a new account to claim the new listing. I think.
I need to go back and read the sticky about the new Dashboards.

It reverts to the URL that you posted, unless you are logged into a Places places account that has the new dashboard feature enabled.

Well, the question of adding a new listing when you already have a Dashboard isn't clearly answered there. Jade, Abby, Joel, et. al. will clarify at some point.

So my current listing I'll continue to manage in my Dashboard. But, if I try to create a new listing from my Dashboard, I end up here, which is the old claim screen.
Am I just hitting the claim screen on the wrong path? Or, as an existing Places user, am I unable to claim a new listing with the new Dashboard?

It is very difficult to speak with certainty about Local, at this time.
But yeah, your link takes me to my Dashboard. I assume it would take me to a new Dashboard in an account that didn't already have a claimed Places Page.

the roll out is for US-based business only at this point.
The availability of the new Dashboard may be tripped for users with US-based IPs.
Google is aware of the glitch, not sure if they are going to do anything to fix it.

Colan, some information that would help us troubleshoot this:
- What fields do you see when attempting to add a new listing while logged in with a Canadian IP?
- What fields do you see when attempting to add a new listing while logged in with a US IP?

When we attempted to add the new listing (an American business) with a Canadian IP address, we got what you see in my screenshot.
I then had a co-worker attempt to add the same listing with the same account but with a US IP address. In this case, the fields to add the State and Zipcode were now available and we were able to complete the verification process.

You've exposed an issue with the new dashboard that we're working on resolving. In the meantime, you'll only be able to add US listings with the account you referenced, since it has accessed the new dashboard via the US, and the new dashboard only supports US listings at the moment. You should also only access the dashboard via a US IP in order to avoid issues like the screenshot you sent.
If you wish to add and verify a location in Canada, you should use a different account that has exclusively accessed our tools via Canadian IPs.

I work for a US company that has been running into the same issue for our Canadian clients. We have found a work around that continues to let us create listing in another country https://plus.google.com/pages/create. Go that route, enter the business phone number of the listing you are trying to claim and you can claim it from there.
