At this time, only a select few grant accounts are able to run on the display network but this could be changing soon as AdSense recently changed their PSA policy in favor of grant ads. Part of the move away from PSA ads in Adsense may have been from an organization stand point since Google was already supporting nonprofits through the Grants program and the new Google For Nonprofits program.
