One point of having an "Important" feature is to be able to MARK an email I'm SENDING as "Important" so the receiver will read it promptly.
However, this new feature does NOT allow me to mark an email important. Or can I? And how?
Seems like this feature just trains itself to see what incoming messages are Important, but I want the SENDER to be able to mark it important, not have Gmail decide for me.
Weird. Don't get how this was conceived. Am I missing something?

Gmail doesn't have priority flags as some e-mail clients (like Outlook) do. Even if it did, there's no guarantee the receiver's e-mail program would honor or display it.
Your best bet is to put something like [URGENT] or [IMPORTANT] in the subject to get people's attention. If you only use it for messages that truly are important, you won't train people to ignore it, and it will work great.

No. Gmail doesn't have a feature to mark outgoing messages as "urgent" or "important."
The incoming labels are not based on anything that maybe marked by the sender. They're based on your habits: How you react to new messages. (Since I open and read all of mine, all of my messages are "important.") By telling Gmail which messages are really important to you and which are not (by clicking the + or - markers at the top of the listview), it "learns" which types of messages to mark Important. Hence, time is saved since you can focus on new messages that are of importance to you (as opposed to someone (like the sender) telling you the message is important (to them).
As to outgoing messages, a suggestion I read in these forums recently was to include the words Urgent or Important in the subject line to communicate that intent to the recipient.

The "Mark Important" feature should be controlled by the user or at least we should be able to turn it off. There are at times to many visual indicators on the screen for our mail. This visual indicator is annoying if we don't have control over when it is used. I also do not find the "intelligence" behind the automation to be that useful. I'm finding that I am more often than not, having to select all of the emails that are marked important, and then having to unmark them for importance.

Settings->Priority Inbox->Importance markers
