I just got started with DoubleClick, and install the latest component ( DclkStudioComponents_en_2_1_3).
Using Flash CS5.5
Creating a flash file for Flash Player 9, AS3.
but i am getting the same error message:
5007: An ActionScript file must have at least one externally visible definition.
As a test, i created a new swf file. and just used:
Command > DoubleClick Studio V2 > Insert_v2_Studio_Enabler
Of course, i also drag and dropped an instance of the DoubleClick Studio Library ( from the Components Panel - AS3 ) into the Library
I also removed any PointRoll extension.
Uninstalled Flash CS5.5, reinstall.
I read the following thread, but did not help.

Try clearing both the source path and Library path in your flash AS3 preferences. This resolved the issue for me
