I'm not going to bother investigating what a "gifting community" might be, but if it walks like a non-permitted topic, talks like a non-permitted topic, and YouTube disables it because it's a non-permitted topic, that's sufficient evidence for me that it's a non-permitted topic.

 

There are plenty of perfectly legal things that are not permitted on YouTube, so quoting law is irrelevant.
