Allegedly this means that you are not actually logged into a YouTube channel and are trying to comment with a Google account, which cannot be done.

However- in your case I personally cannot see how that can be true given that you are able to "check [your] "account"" and see it is in good standing.  Google accounts do not have standings, only YouTube channels appear to have those facilities/options...

So- can I ask you to check something?  What do you see up top right?  An email address (which would indicate that you are logged into a YouTube-less Google account, not a YouTube channel) or a short username which is the same as your YouTube channel (in which case you really ARE in a YouTube channel)?  Then- what do you see as the URL when you click on My Channel from the drop down menu, paying particular attention to the bit I made bold in the examples?  

www.youtube.com/channel/RANDOMCHARACTERSALLINCAPSETC or www.youtube.com/user/NiceNeatUsername?

Finally look at your avatar- is is a blue default avatar (those are Google avatars) or a grey one (those are YouTube ones) or an image (could be either, I suspect but don't know for sure)?

And no- it is NOT your fault and yes, you do know how to do it.  It is just that the site is misbehaving for some in this fashion.
