Well, first of all, Google detects invalid clicks from your "enemies" and filters them out to help protect your account and the advertisers' wallets. However, not clicking your ad does NOT mean you may not be violating the policy in other manners, such as suggesting others to view or click your ads, or several hundred other ways. The majority of users who have been banned for invalid activity were NOT banned for clicking their ads, but for using other deceptive ways to hurt the wallets of Google's advertisers and increase their own banks, either willingly or unknowingly.

Thus, "I didn't click my ad and I still got banned" could also mean "I told my friends how I earn money, they clicked my ads to help me so now I'm banned even though I didn't click the ads." It could also mean hundreds of other actions that justify the banishment.

Do this and you'll be totally safe:
1. Upload your videos.
2. Claim / submit them for monetization.
3. Forget about those videos forever. Don't watch or click your video ads or banner / link ads, don't mention to anyone anything about the ads; pretend the ads don't exist.
4. Upload another video.
5. Repeat steps 2 to 5.
