This is commonly referred to (mainly by me) as the Loading Loop Bug.  It is more of an issue with browser settings in regard to caches and cookies.  If clearing the caches and SELECTIVE cookies doesn't work then making sure that ALL cookies are allowed and that Google/YouTube are not on the "banned" list usually fixes this.
