On many videos, buffering stops, not slows down, but stops when it's paused.

On some of those videos, your work-arounds do nothing but force it to reload the video from the beginning, then it stops buffering again.

This was never an issue under the old design.

Do you (the company, not you the individual) recognize that this is a bug in the system or not?
