I asked this same question and never did get an answer from Youtube Live support. 

 

It would appear all youtube channels that are linked with a google+ account with hangouts on-air enabled will have this template if they plan to broadcast live from Google+, since Hangout broadcasts are simultaneosly streamed to our youtube channels as well.  Having this template doesn't mean anything in terms of having Youtube Live.
