Neither Youtube or Google are going to do anything about it because they don't care. It complies with the DMCA and that's all that matters, even though it can be abused so easily. If you're a partner you geat a little more protection from it but even then it can happen. I doubt it's bots anyway. 

 

And fat chance at getting the DMCA rewritten because it was sponsored by, and made for major companies (it doesn't benefit individuals much), and these pigs have their hands in the lawmaker's pockets (just look at the S.978 and IP protection bills they're trying to get congress to pass), so unless several hundred thousand people protest it won't be changed.
